Hey guys I saw a few people asking how to do this, I've found one solution so far. The settlement's build area radius is the same as a player base, 300u. If you build a player base 301u+ from settlement center you can use known build radius extensions to encroach into the settlement, even up to another 700u through and beyond if you're so daring.

Not sure you can find an S-Class settlement, but you can eventually get one by ranking it up. I have one now. I did get extremely lucky. I skipped my starter outpost and used maps to create one on an extreme sentinel planet.When your Sentinel alert level was high you'd get the s class ranking. Yes it upgrades, there have been people with posts of b class settlements that are now S class. Yeah they upgrade as you manage them. So it's like firgates.
