you need to buy a Crown Pack, or subscribe to ESO plus, and then wait 30 days. Also says that it's automatically unlocked if you are an existing player with a history of Crown Pack purchaces or ESO plus. So if you haven't done that, then that's probably why you can't send gifts. #2. November 2020.
