Chevy Mechanic: if the BTSI fuse has voltage at all times then check the backup fuse and the TBC IGN.1 fuse also. if you have voltage at all times on the baCKUP and TBC IGN 1 fuse then you have a bad fuse box. if you do not have voltage on those 2 but still have it on btsi, then it looks like the EAP relay could be bad.

There should be 12 volts on that wire whenever the key is "on". The ground for the blower motor is an Orange wire that goes to the resistor module for fan speeds 1-2-3. The Orange wire also goes to the fans switch for "high" speed, which bypasses the resistor module. It has two rows of pins. Sp207 has one row of pins. Hopefully someone has actually found it in times past to fix the serial bus.Most probably you'll find it's the blower connector and resistors. All you need do to know absolutely for certain is make a separate ground connection for the blower, bypassing the Splice-Pack. You don't need to worry about separating or isolating the existing ground connection (through the harness to the Splice-Pack).
