TL;DR Flowey is one smart flower and the reset ability allows him to go through trial & errors. It's very likely that he beats Sans in some way. Flowey says he's done literally everything across his resets. He has both befriended and killed everyone multiple times. Presumably, this includes Sans.
It's a pretty good game but its has a lot of things not proper to the Omega Flowey fight. One being that your not actually able to die while your waiting for the Act button to appear and also you normally have checkpoints after each soul you defeat.
