While this quest is part of the Dawnguard expansion (it was added by it of course) it is not actually part of the Dawnguard story line!

This can be fixed by disabling the Unofficial Skyrim Special Edition Patch, load and complete the quest stage, and then saving and exiting where you can re-enable USSEP without issue.
