Pretty sure the latest patch mentioned a fix for them, previously only the billboard ad trailers wild spawn.
None of my trailers attach to vehicles, i have semi trailers containers autotsar trailers, i get the option to attach and my character goes through the animation but the trailers dont attach. You do not need a rope for this. You need to back up the truck quite close (~1 tile) to the trailer > stand at the back of thruck and press V > attach trailer to the truck. The above applies to B41, if you're playing a different build or using any mods then things could be different (and not working :) )
