So if you've got any houses or decor there it may not spawn correctly. I had moved Scar's house to that location and had to relocate it and reload my game for the fragment to spawn. If you unlock the more expensive ones there isn't really much to do besides decoration. Go with sunlit plateau, then forgotten lands for pumpkin farming, then frosted heights.
