Set top end of the HP% threshold lower (too low and you'll have tattered apparel warnings) and colonists will look for a change of clothes less frequently. I had this issue where my guys were swapping their high tier armor out for low-teir stuff when what they were wearing hit like 70% or so. I set it to around %40 and it made a huge diff.

There are many reasons why colonists might not be burning tainted clothes. Burning stuff in a crematorium is a hauling task and IIRC is lower priority than other hauling tasks like hauling corpses.
