The river is right behind the apartment, and also a small forest. It is also in a very central location in town. Here is a map . Look at the middle of the bridge in top left. Look right across the river and you will see an X-shaped building. above that building are the apartments. There are many zombies dressed in military uniforms, but in the base there is no area with weapons. So in my opinion the loot there is not worth the amount of zombies. I am relatively new to the game and my longest run yet was ruined by having a desire to explore that base.
