Yes. For the -30% affinity weapons, you can get +95% via getting Crit Eye, Weakness Exploit, Agitator, Attack Boost and an Affinity Augment. If you skip the Health Augment and slot in another Affinity Aug, you can get 100% affinity. Some Fatalis weapons actually have -20% affinity.
